Housing Programs
Elim provides affordable housing options and support services to individuals and families who are currently homeless, residing in substandard housing, or living in abusive conditions.
Housing is provided primarily in North and Northeast Minneapolis, and suburban Hennepin, Anoka, and Ramsey counties for up to two years.
All residents live independently and pursue self-chosen goal related to stability and self-reliance.
Housing programs include:
Prevention
Elim provides financial assistance to individuals in North and Northeast Minneapolis who are on the verge of homelessness. This one time damage deposit, rental or mortgage assistance is given to people in order to preserve their housing stability and avoid homelessness.
Screening
Elim screens all Hennepin County families residing in Hennepin County Shelters and refers them to appropriate services.
Rapid Exit
Rapid Exit is used to assist homeless families and singles in Hennepin County funded shelters find housing. Elim advocates assist with transportation to view apartments, application fees, child care, moving assistance, and finding furniture.
Transitional Housing
Rental subsidies and Elim operated housing are the two types of transitional housing utilized for individuals and families who are homeless or are in imminent danger of becoming homeless. Rental subsidies are used to assist residents whose rental histories allow them to obtain market rental units but who are unable to to afford market rate rents. Rental subsidies are paid directly to the resident's landlord.
Elim operated housing, in either shared buildings or Elim rented units, is typically used for younger residents and residents who cannot access regular rental housing because of poor rental histories or other barriers.
Permanent Housing and Permanent Supportive Housing
Elim provides permanent supportive housing through the Group Residential Housing Program (GRH) and HUD Supportive Housing Program (SHP). This housing is designated for people who are experiencing homelessness, are long term users of the shelter system and have Mental Health, Chemical Health, and/or HIV/AIDS. This is permanent housing in the community with ongoing supportive services.
Tenant Based Rental Assistance
Elim provides four tenant based rent subsidy programs to people who qualify.
- The Housing Trust Fund: 55 subsidies metro wide.
- Long Term Housing Funds: 65 subsidies metro wide.
- The HOME Program: 18-20 subsidies in Anoka County.
- The Tax Credit Townhouses with Duffy Development Corp: 4 townhomes in Maple Grove.
